A Gut & Colonel Sykes, the Acting Governor of the surrender of other men to the Chinese Authorities.

  1. Mr. Cardwell desires to call for a Report from their Acting Governor, but that he would be glad to be informed whether Lund Anfell had in fact received a report from Mr. Consul at Canton.

M. Cardwell dissents from the proposal on the ground of authority.
